The legal sector in Saudi Arabia is undergoing unprecedented change. Since the launch of Vision 2030, we have seen a deliberate and strategic reshaping of the Kingdom’s legal and regulatory framework—one that supports both economic transformation and investor confidence.
At Pinsent Masons, we have responded to this momentum by launching our own Saudi law firm, Pinsent Masons Saudi Arabia, earlier this year. While we maintain our close relationship with Alsabhan & Alajaji for local litigation and legislative work, our new structure gives us the independence and platform to offer clients the full spectrum of legal services from within the Kingdom—commercial, transactional, regulatory, and contentious.
What is most notable today is the pace and scope of reform: from the introduction of the Civil Transactions Law and updates to the Companies Law, to the rollout of the new Investment Law and emerging frameworks for competition, Public-Private Partnerships (PPPs), and real estate development. Each reform is a signal—a commitment to creating a modern, transparent, and reliable legal environment.

Clients operating in infrastructure, energy, and real estate—especially in giga- and mega-projects—continue to face legal and regulatory complexity. Our role has been to simplify that complexity through proactive structuring, risk allocation, and clear, on-the-ground advice. At the same time, we are increasingly supporting clients in tech, environmental, social and governance (ESG), education, and healthcare as the economy diversifies.
Disputes are also evolving. With the institutionalisation of arbitration and the maturity of commercial courts, there is now greater confidence in resolving high-value disputes within the Kingdom. The reform of the judiciary and the digitalisation of legal services are further signs of progress.
