Trio of law firms advise on Omani green hydrogen project

Oman is embarking on an ambitious journey to become a global leader in the production of green hydrogen.

Clifford Chance, Dentons, and Watson Farley & Williams (WFW) have advised parties on the development of a green hydrogen project in Oman, as the sultanate embarks on an ambitious journey to become a global leader in the production of green hydrogen.

Clifford Chance advised long-standing client Actis, a global investor in sustainable infrastructure on its joint venture with Fortescue, a green energy company advised by WFW. Dentons acted as project counsel, advising the consortium of Fortescue and Actis, according to statements from the firms.

Actis and Fortescue sought to acquire land to develop a green hydrogen facility in the Sultanate of Oman.

Oman is embarking on an ambitious journey to become a global leader in the production of green hydrogen, aiming to produce at least one million tonnes a year by 2030.

The Actis-Fortescue consortium secured a site, which could be located in Dhofar, from Hydrom Oman SPC, the hydrogen arm of Omani government-owned Energy Development Oman.

The project, which is currently in feasibility stage, has the potential to produce up to 200,000 tonnes of green hydrogen per year and is expected to involve construction of up to 4.5GW of wind and solar renewable energy resources to power electrolysers which will produce the green hydrogen.

Actis and Fortescue currently intend for the hydrogen to be sold to local industrial offtakers, as well as processed into derivatives (such as green ammonia) for export via the port of Salalah.

The Clifford Chance team was led by partner Nicholas Hughes, with Dentons’ team led by partners Yasser Taqi and Colm Ó hUiginn.

The WFW team that advised Fortescue was led by partners Mhairi Main Garcia, Christina Howard, and Sarah Williamson.

Mhairi, who is based in Dubai, said: “This ground-breaking project represents a significant milestone in Oman’s green hydrogen landscape. We are thrilled to have advised Fortescue on its partnership with Actis for this landmark project and support its vision for this transformative sector.”

“Green hydrogen is a key focus of the firm, and we look forward to working with Fortescue as the project develops,” she said.
